Job Description

Procures materials and services through negotiation techniques. Reviews requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents.  Evaluates bids or proposals for compliance with specifications or purchase descriptions and applicable clauses.  Procurement obligation authority limited to $35,000.

Duties and Responsibilities  

* Procures hardware, office supplies, project parts material, cryogenics, gasses, fuels, and other commodities. May administer Blanket Purchase Agreements (BPA).
* Procures commodities using Firm Fixed Price and Time and Material contract types.
* Develops, prepares, and presents, requirements and terms and conditions in requests for bids or proposals.  
* Negotiates and awards purchase orders with a value not to exceed $35K. May assist on purchase orders with a value in excess of the authority limit.
* Administers the terms and conditions of purchase orders and evaluates vendor performance.
* Analyzes proposed prices/costs.  Evaluates technical and audit reports, forecasts price trends and other economic factors necessary to make an award.
* Provides Procurement support to the inventory manager, warehouse personnel, and receiving inspectors at Greenbelt and Wallops Flight Facility.
* Completes actions independently and makes recommendations based on nature of assignment, experience, and judgment.
* Reviews inventory records to identify purchase orders which should be closed based on receiving documentation and updates current status in AMMS.
* Performs clerical and other tasks required to maintain the purchase order files in proper order.
* Complies with the Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC), TRAX Purchasing Manual, and contracting principles; laws, regulations, policies, and procedures governing contractor procurement for a federal agency.
* Contacts vendors to obtain information on the status of open purchase order and advises Material Coordinators and Buyers of latest status.
* Coordinates with vendors, Receiving, Inventory Management, Procurement, Accounting and Physical distribution personnel, as required, to resolve shipment/receiving discrepancies.
* Performs other duties as assigned. 


Qualifications

Required Skills and Qualifications

* Two years procurement, acquisition and contracting experience.
* Associate degree in business, economics, accounting, finance, or another business-related field. 
* One year of relevant professional-level work experience may be substituted for one year of required education. Relevant professional-level experience is defined as work experience must be at a professional-level in Federal Purchasing and Acquisitions.
* Specialized experience which has equipped the applicant with knowledge of the Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC) and contracting principles; laws, regulations, policies, and procedures governing the Federal Purchasing/Acquisition process.  
* Experience with large ERP supply and accounting systems.
* Experience in cost/price analysis and negotiation techniques. 
* Experience with Cost and Price analysis and purchases that are awarded on a competitive or noncompetitive basis.  
* Experienced in purchasing in a Certified Purchasing System (CPS) environment is desired. 
* Intermediate or advanced skills in Excel are required. 
* Excellent verbal and written communication skills.
* Highly developed analytical, critical thinking and problem-solving skills.
* Strong organizational skills and attention to detail is a top priority.
* Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contribution.
 
Physical Demands and Working Conditions

* The work of this position is performed in an environmentally controlled office environment.
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time.
* Must be able to view computer monitor for extended periods of time.

* Must be a U.S. Citizen.
* Must possess a high school diploma or equivalent.
* Must possess a valid driver's license, without special restrictions.
* Must be able to successfully complete a background screening.
* Must possess or be able to obtain a public trust clearance prior to employment and maintain public trust clearance for the duration of employment.

Rate of Pay/Benefits

Salary Range: $70,000 to $80,000
