Job Description

Responsible for the efficient management and financial integrity of the physical material inventory and contracting/procurement functions in support of the NASA Goddard Space Flight Center (GSFC). Manages all aspects of the supply area to include requisitioning, purchasing, inventory management, receiving, warehouse and storage operations, and the financial aspects associated with these functions.  Typical commodities managed include office supplies, fuel, compressed gases and cryogenic materials and containers, furniture, and flight certified EEE and mechanical parts. Manages, maintains, and ensures compliance with ISO requirements Performs data management, technical reviews, financial accounting and administrative functions, resource planning, and oversight and reporting of contract performance measurement data. Ensures all processes and procedure documents are updated and adhered to. Meets regularly with GSFC customers to discuss current performance and plan for future requirements. Oversees all procurement operations for the contractor and ensures that NASA contract requirements and policies and procedures are followed. Manages and provides guidance to Supervisors, Team Leads, procurement, warehousing, and shipping/receiving personnel.

Duties and Responsibilities

* Manages the overall supply operations at the GSFC Greenbelt facility and NASA HQ and provides
technical management support to the GSFC Wallops operations.
* Manages the inventory and storage of materials to include flight qualified EEE parts and mechanical
fasteners, stores stock materials, and flight hardware and ground support equipment.
* Works with local Information Technology support personnel to manage and maintain material
management databases and applications used in support of the Supply Operations functions.
* Attends management meetings and provides necessary feedback to the Program Manager. Submits
data and reports to the Program Manager and NASA Government counterparts to meet established
deadlines and contract requirements.
* Serves as the primary interface with NASA GSFC customers regarding all Supply Operations services.
* Manages and oversees the procurement functions for the contract to ensure that applicable Federal
Acquisition Regulation (FAR) and NASA procurement policies and procedures are followed.
* Works with GSFC financial management personnel to ensure that customer funding is received,
tracked, and reported as required.
* Investigates any accidents involving Supply Branch personnel and provides necessary documentation
and feedback to the Deputy Program Manager and cognizant GSFC officials.
* Ensures cooperation and communication within the Supply Branch and between other contract
branches to ensure overall mission goals are met and quality support is provided to all NASA GSFC
customers. Resolves problems and questions that are above the level of the subordinate
Supervisors.
* Assures compliance with company policies and procedures.
* Maintains and updates all Supply related work instructions and procedures documents and ensures
that these documents are written in accordance with higher level NASA and GSFC policy and
procedure requirements.
* Ensures that all Supply Branch employees receive the necessary and proper training needed in the
performance of their duties.
* Monitors compliance with workplace safety and quality control.
* Provides staff and employee counseling and takes disciplinary actions as needed.
* Manages Supply Branch personnel to ensure work is being performed as required.
* Provides general customer service support to all NASA, GSFC, and contract personnel as needed.
* Identifies problems and recommends solutions and enhancements to improve current or anticipated
contractor performance.

Qualifications

Required Skills and Qualifications

* Minimum of ten years increasingly responsible experience in supply and logistics operations to
include total responsibility for a broad range of technical elements including mechanized supply
accounting, purchasing, physical distribution, equipment management, and maintenance
management.
* Experience within the last five years in a logistics operation activity. A minimum of five years of
supervisory experience is required.
* Formal military or civilian Government supply or logistics training is highly desirable. Specialized
experience with a firm/agency involved with government supply chain management, including
contracting/purchasing that has equipped the applicant with a knowledge of the Federal Acquisition
Regulation (FAR), Uniform Commercial Code (UCC) and a working knowledge of the principles; laws,
regulations, policies, and procedures governing the Federal logistics and acquisition processes.
* Experience with PCs and working with mainframe material management and accounting systems.
* Experience dealing with commodity management/distribution desired.
* Excellent written and verbal skills a must.
* Must be proficient in Excel, Word and ERP/MRP system environment (SAP, ORACLE a plus).
* Proficient with Federal Acquisition Regulations (FAR).

* The work of this position is performed in an environmentally controlled office environment.
* Must be able to view computer monitor for extended periods of time.

Rate of Pay/Benefits

Annual Salary: $125,000 - $140,000
