Job Description

***Position Pending Contract Award***

Reports directly to the Program Manager. Supervises contract finances and accounting. Advises the Program Manager on contractual and financial matters. Monitors contract performance to ensure cost and technical objectives are being met. Supervises and oversees all aspects of contract and financial activities of the WDTC Contract.

Duties and Responsibilities


* Reviews modifications or amendments to the contract as they are received.
* Makes financial and contract decisions that impacts the ability to provide an accurate end product to our customer.
* Evaluates and analyzes accuracy of all financial documentation including: weekly reports for managers, monthly financial report, TIP costing documents, closure cost documents, and contract costing estimates.
* Monitors funding and contract modifications to ensure legal requirements and customer specification are being met.
* Develops and oversees policies and procedures concerning personnel travel, cost accounting, and payroll.
* Oversees procedures and accuracy of accounts receivable and accounts payable.
* Approves all travel advance requests and travel expense reports.
* Reconciles accounts receivable.
* Monitors petty cash account.
* Creates, ensures accuracy, and submits monthly vouchers and quarterly award fee vouchers.
* Tracks the collection of all vouchers.
* Ensures all contract work is in compliance with Federal, State, and contract-imposed laws and regulations.
* Ensures the final product is accurate and meets contract and customer requirements.

Qualifications

Required Skills and Qualifications

* Must have a Baccalaureate in finance or accounting with at least five (5) years of experience in government cost management or business management experience.
* Must be able to develop and implement standardized accounting systems for the control of project funds and expenditures.
* Must be experienced in the development and management of work breakdown structures and earned value management measurements.
* Must be able to forecast and develop long-range projections.
* Must be able to establish and maintain accounting record systems for labor, material, travel, and other direct costs (ODCs).

Physical Demands and Working Conditions


* The work of this position is performed in an environmentally controlled office environment and sometimes in the field where you are subject to the environment.
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time.
* Must be able to view computer monitor for extended periods of time.
* Must be able to lift 25 pounds unassisted.
* Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks assigned.

Terms of Employment & Eligibility Requirements

* Must be a U.S. Citizen.
* Must possess a high school diploma or equivalent.
* Must possess a valid driver's license, without special restrictions.
* Must pass a pre-employment drug screening and physical and periodic retests.
* Must be able to successfully complete a background check.
* Must possess or be able to obtain a Secret security clearance prior to employment and maintain security clearance for the duration of employment.
