Job Description

**Position Contingent Upon Contract Award**
TRAX is anticipating future award of the US Army Operational Test Command (OTC) Test Site as a part of the Test and Evaluation Technical Support Services (TETSS) contract located at Fort Sill, OK.

TRAX been a leader in the DoD test and evaluation industry since 1979 and brings strong leadership in providing test services to the Army Futures Command and tri-Service Program Managers to provide the innovation, depth, breadth and reach-back to address existing and emergent requirements for the TETSS contract.

Due to the critical nature of the ranges government and contractor workforce to continue uninterrupted mission support, TRAX is looking for a Program Manager to work out of the Fort Bliss, TX supporting the Fort Sill, OK US Army Operational Test Command (OTC) Test Site as a part of the Test and Evaluation Technical Support Services (TETSS) contract. 

TRAX is looking for a Program Manager to manage the Fort Bliss Test and Evaluation Technical Support Services (TETSS) contract. This position is responsible for Cost, Schedule, Performance of the overall contract at both the Fort Bliss and Fort Sill sites. Additionally, the PM is responsible for personnel management, subcontractor management, quality management and customer satisfaction. The Program Manager has overall responsibility for supervision of all developmental and operational test activities and ensuring that all technical products (field test data, questionnaires, draft test reports, Test Incident Reports (TIR), test reports, test outlines, test plans, cost estimates, Standing Operating Procedures (SOPs)) are of high quality, accurate, and meet timeliness requirements. Manages and oversees tasks specified in the contract and executes task orders, technical directives, and contract modifications applicable to the program. Supervises and manages personnel and subcontractor personnel assigned to this mission. Serves as primary liaison with U.S. Embassies and host government agencies for support and execution of tests. Other duties as assigned.

Qualifications

PRIMARY DUTIES

* The PM shall act as the central point of the contact representing TRAX with the KO and COR on all contractual matters relating to the daily operation and shall have full autonomy and shall be responsible for the total management and coordination of the contract.
Overall responsibility for supervision of all developmental and operational test activities and ensuring that all technical products (field test data, questionnaires, draft test reports, Test Incident Reports (TIR), test reports, test outlines, test plans, cost estimates, Standing Operating Procedures (SOPs)) are of high quality, accurate, and meet timeliness requirements.
Manages and oversees tasks specified in the contract and executes task orders, technical directives, and contract modifications applicable to the program.
Supervises and manages personnel and subcontractor personnel assigned to this mission.
Serves as primary liaison with U.S. Embassies and host government agencies for support and execution of tests.
Overseas operations, cost, schedule, and performance of the Fort Sill site, and supervises the Fort Sill site manager.
Ensures overall program quality and customer satisfaction for the TETSS program.
The PM or alternate shall be available between 0730 and 1630, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.


REQUIREMENTS

Minimum of a Bachelors (BS) Degree in Computer Science, Engineering, Math, Physics Science, or Equivalent.
* Requires at least ten (10) years in management positions with ten (10) years of military testing and evaluation experience.
Proficient in all Microsoft Office applications.
Active DoD Secret clearance.
Up to 20% travel can be expected, including OCONUS.

PREFERRED SKILLS AND KNOWLEDGE

Comprehensive knowledge of the DoD/Army contracting, customer operations, program management and personnel management concepts and principles.
Performs complex tasks typically following established processes.
Working knowledge of the FAR/CFARS/DFARS and DoD/Army policies.
Excellent analytical, problem-solving, and decision-making skills, management, and technical skills in the areas of operational testing, C5ISR, networks and cybersecurity systems.

Physical Demands and Working Conditions

Work is performed in an office, lab and field-testing environment and requires the ability to operate standard office equipment and C5ISR operational equipment.
Must have the ability to lift and carry up to 25 pounds occasionally and walk moderate distances.
Repetitive motion.
Substantial movements (motions) of the wrists, hands, and/or fingers.
Must have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.

Terms of Employment and Eligibility Requirements

* Must be a U.S. Citizen.
Must possess or be able to obtain a security clearance prior to employment and maintain security clearance for the duration of employment.
* Must possess a high school diploma or equivalent.
* In compliance with the Safer Federal Workforce Task Force pursuant to the Executive Order 14042, employees working on a covered contract must have received all required vaccination dose(s) before your first day of work or seek an exemption from vaccination as provided by law, such as an approved religious or medical/disability accommodation. Newly hired personnel must provide proof of COVID-19 vaccination (this requirement is on hold at this time)
* Must possess a valid driver's license, without special restrictions.
