Job Description

**Position Contingent Upon Contract Award**
TRAX is anticipating future award of the US Army Operational Test Command (OTC) Test Site as a part of the Test and Evaluation Technical Support Services (TETSS) contract located at Fort Sill, OK.

TRAX been a leader in the DoD test and evaluation industry since 1979 and brings strong leadership in providing test services to the Army Futures Command and tri-Service Program Managers to provide the innovation, depth, breadth and reach-back to address existing and emergent requirements for the TETSS contract.

Due to the critical nature of the ranges government and contractor workforce to continue uninterrupted mission support, TRAX is looking for a Site Manager (SM) to manage the Fort Sill, OK US Army Operational Test Command (OTC) Test Site as a part of the Test and Evaluation Technical Support Services (TETSS) contract. The SM shall perform as the Subject Matter Expert (SME) able to perform tasks in accordance with OTCs Fire Support Test Directorate (FSTD) taskings. This position is responsible for Cost, Schedule, and Performance of the Fort Sill site.

Additionally, the SM is responsible for personnel management, subcontractor management, safety, quality management, and customer satisfaction. The SM has overall responsibility for supervision of all operational test activities and ensuring that all technical products (field test data, questionnaires, draft test reports, Test Incident Reports (TIR), test reports, test outlines, test plans, cost estimates, and Standing Operating Procedures (SOPs) are of high quality, accurate, and meet timeliness requirements. Manages and oversees tasks specified in the Fort Sill portion of the contract PWS and executes task orders, technical directives, and contract modifications applicable to the program and Fort Sill site operations. Supervises and manages personnel and subcontractor personnel assigned to this mission. Serves as primary company point of contact with Contracting Officer Representative, Fort Sill Test/Technical Director, and other Fort Sill OTC stakeholders. Has full authority to respond to and support the requirements of the TETSS COR/GTLs responsible for the Fort Sill test site.

Qualifications


* Reports to the TETSS Program Manager at Fort Bliss, TX.
* The SM shall act as the central point of the contact representing MCSG with the Fort Sill COR on all contractual matters relating to the daily operation.
* Overall responsibility for supervision of all operational test activities and ensuring that all technical products (field test data, questionnaires, draft test reports, Test Incident Reports (TIR), test reports, test outlines, test plans, cost estimates, Standing Operating Procedures (SOPs) are of high quality, accurate, and meet timeliness requirements.
* Manages and oversees tasks specified in the contract and executes task orders, technical directives, and contract modifications applicable to the Fort Sill site and PWS requirements.
* Supervises and manages personnel and subcontractor personnel assigned to the Fort Sill mission.
* Serves as primary liaison for support and execution of tests to include cost, schedule, and performance of the Fort Sill site.
* Ensures overall program safety, quality and customer satisfaction for the TETSS program.
* Shall be available between 0730 and 1630, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
* Up to 20% travel.

REQUIREMENTS

Requires a minimum of Bachelor's degree in Computer Science, Engineering, Math, Physics Science or Equivalent.
* Requires at least eight (8) years in management positions with eight (8) years of military testing and evaluation experience. With Government approval, may substitute 5 additional years of relevant experience in lieu of a Bachelor's degree.
* Requires Secret Clearance.
* Comprehensive knowledge of the DoD/Army contracting, customer operations, project management and personnel management concepts and principles.
* Performs complex tasks typically following established processes.
* Working knowledge of the FAR/CFARS/DFARS and DoD/Army policies.
* Excellent analytical, problem-solving, and decision-making skills, management, and technical skills in the areas of operational testing, C5ISR, networks and cybersecurity systems.
* Desired - Certified Program Management Professional.
* Some T&E expertise

Physical Demands and Working Conditions

* The work of this position may be performed in an environmentally controlled office environment or in the outdoors of the test center
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time
* Must be able to lift 25 pounds unassisted

Terms of Employment and Eligibility Requirements

* Must be a U.S. Citizen.
Must possess or be able to obtain a security clearance prior to employment and maintain security clearance for the duration of employment.
* Must possess a high school diploma or equivalent.
* Must possess a valid driver's license, without special restrictions.
* In compliance with the Safer Federal Workforce Task Force pursuant to the Executive Order 14042, employees working on a covered contract must have received all required vaccination dose(s) before your first day of work, or seek an exemption from vaccination as provided by law, such as an approved religious or medical/disability accommodation. Newly hired personnel must provide proof of COVID-19 vaccination (this requirement is on hold at this time)
