Job Description


This Range Engineer will assess, analyze, and support air and ground developmental tests, experiments, production tests, and integrated developmental/operational tests in support of US Army Yuma Proving Ground, Range Planning.  This professional position will employ methods such as risk-based analysis, risk mitigation, data analytics, statistical analysis, technical writing, and engineering processes to produce reports, prepare and modify operating procedures, and provide these as recommendations to Government decision makers to resolve public safety concerns. Evaluates analytical data to recommend acceptable risk levels in accordance with the Range Commander’s Council criteria and create operational parameters for non-standard weapons systems and munitions. Directly coordinates with Test Center Safety personnel on risk mitigation/procedures. Assists with the planning and support of all Army modernization efforts. Works internally with Range Safety and Range Control ensuring all programs meet regulatory and institutional safety policies.  Participates in safety seminars, conferences, and meetings to maintain technical proficiency and meet future requirements. Become an active member in the Department of Defense Range Commanders Council, Range Safety Group to exchange range safety concepts and procedural processes. Draft and update Yuma Test Center’s (YTCs) Risk Based Approach regulation and standard operational procedures (SOP).  Organize and coordinate all outreach efforts to support testing where Danger Zones (DZs) occur outside of YPG and when they cannot be contained (submitting encroachment permits, Federal Aviation Administration (FAA) submissions, etc).  Other duties as assigned to support the mission.

Education/Licenses/Certifications/Experience Requirements:

Bachelor’s Degree in Engineering, Mathematics, Statistics, Physics, or other applicable technical degree, from an ABET-accredited program.  

Job Skills Requirements: 

Strong statistics background. 
Knowledge and experience with risk-based analysis. 
Ability to quickly learn, understand, and apply Federal Aviation Administration (FAA) jurisdiction and airspace use.
Ability to learn and apply Range Commanders Council (RCC) Standard 321-20 (Common Risk Criteria Standards for National Test Ranges Distribution) and participate in associated groups.
Ability to learn and apply Range Commanders Council (RCC) Standard 319 (Flight Termination Systems Commonality Standard) and participate in associated groups.
Ability to quickly learn and use the following software (or similar) to create danger zones: ArcGIS, ArcGIS Range Managers Toolkit (RMTK), Range Risk Assessment Tool (RRAT), or Range Activity Display (RAD).
Ability to develop and present risk-based analysis to leadership in order to gain necessary approvals.
Must be proficient with MS Office products (Word, Powerpoint, Excel, etc.)

Physical Requirements:

Must be able to work all shifts, weekends, holidays, and overtime as needed – sometimes on short notice – to support test missions.
Must pass a pre-employment drug screening and physical and periodic retests.
Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks assigned.
Must be capable of working in extreme weather conditions including summer temperatures peaking around 120 degrees Fahrenheit.
Must be capable of frequent squatting, crouching, stooping, kneeling, and standing.
Must meet the physical requirements necessary to perform operations outlined, performed, and stated in the SOPs.
Must be able to lift 25 lbs. unassisted.

Extensive knowledge of Federal Aviation Administration (FAA) jurisdiction and airspace use.

Extensive knowledge of Range Commanders Council (RCC) Standard 319 (Flight Termination Systems Commonality Standard)

Terms of Employment & Eligibility Requirements:

Must be a U.S. Citizen and not hold multiple citizenships.
Must possess a valid driver's license, without special restrictions. 
Must possess or be able to obtain a security clearance prior to employment and maintain security clearance for the duration of employment.
Must be a current TRAX employee or affiliate subcontractor for internal postings.
