Job Description

TRAX International (TRAX) anticipates the future award of the U.S. Army Aberdeen Test Support Services (ATSS) contract at the Aberdeen Test Center (ATC) in Aberdeen, MD. TRAX has been a leader in the DoD test and evaluation industry since 1979, and brings strong leadership in providing test services to the Army Test and Evaluation Command and tri-Service Program Managers that is augmented and supplemented by a best-in-class subcontracting team to provide the innovation, depth, breadth and reach-back to address existing and emergent requirements for the ATC ATSS contract.

The Support Specialist assists with daily oversight and management of the procurement and materials management supply chain functions.  This includes purchasing and materials for both institutional and project related commodities. Assists the procurement section which purchases of materials and services through use of standard procurement techniques in accordance to the Federal Acquisition Regulations (FAR), the project work instructions and the TRAX Purchasing Manual.  Position provides support to the procurement and subcontract development  experience in a Government services environment, which includes determining customer requirements, reviewing specifications, developing statements of work, evaluating offers (to include price analysis methods and cost analysis), past performance evaluations, preparing consistent industry standard Purchase Order documents, and establishment of professional vendor relationships and follow-up. Candidates must be capable of working in simple to high complexity procurements and contracts. Other duties as assigned.

Qualifications

* Bachelor’s Degree in business or procurement related field, 3 years’ experience in procurement/acquisition/contracting with a firm/agency involved with government purchasing/contracting.
* Assist in the analysis and negotiations of single/sole source procurements and subcontracting activities to include planning, award, and post award management of major subcontract program.
* Assist in drafting policies and procedures pertaining to small business concerns, including small disadvantaged, women-owned, veteran-owned, HUB Zone, and service-disabled veteran-owned small business.
* Assist in the evaluation of bids or proposals for compliance with Federal Acquisition Regulations (FAR) and the project requirements.
* Fixed Price, T&M, Cost Plus and Blanket Purchase Agreement type contracts and standard purchase orders
* Maintaining results of market research conducted.
* Assist with implementing and maintaining process improvements and higher-level quality standard
* Assist with complying fully with the Federal Acquisition Regulations (FAR) and contracting principles; laws, regulations, policies and company standard operating procedures in all duties.
* Communicates with external vendors as well as Business Office, Receiving, Accounting and Warehouse personnel, as required, to place procurements and to follow-up on vendor actions through delivery and resolve shipment/receiving discrepancies maintains complete documentation for all purchases.
* Solicits quotations from suppliers using catalogs, price lists, direct telephone contacts and written data, to ensure that the offer meets specifications and is favorably priced.
* Analyzes proposed prices/costs.
* Compiles technical and audit reports, forecasts price trends and other economic factors necessary to make an award, to include the degree of price competition obtained, pricing policies and techniques, including methods of obtaining certified cost or pricing data, and data other than certified cost or pricing data.
Excellent written and verbal skills a must.
Must be proficient in Excel, Word and ERP/MRP system environment (SAP, ORACLE a plus).
* Experience with Federal Acquisition Regulations (FAR) preferred.

Must possess or be able to obtain a security clearance prior to employment and maintain security clearance for the duration of employment.
* Must possess a high school diploma or equivalent.
