Job Description

TRAX International (TRAX) anticipates the future award of the U.S. Army Aberdeen Test Support Services (ATSS) contract at the Aberdeen Test Center (ATC) in Aberdeen, MD. TRAX has been a leader in the DoD test and evaluation industry since 1979, and brings strong leadership in providing test services to the Army Test and Evaluation Command and tri-Service Program Managers that is augmented and supplemented by a best-in-class subcontracting team to provide the innovation, depth, breadth and reach-back to address existing and emergent requirements for the ATC ATSS contract.

This position reports to the Business Department Manager. Provides contract support and assistance to all functional areas, covering various acquisition functions, including: property management, sub-contractors and general procurement functions.

Responsibilities include, but are not limited to:

* Initiation and coordination of the full spectrum of actions required to award contracts to other contractors including, but is not limited to, pre-award documentation, assisting in conduct of the source selection and post-award actions.
* Perform a wide range of acquisition management support activities including gathering information; conducting analyses, evaluation and validation; pre-acquisition and acquisition strategy planning and implementation; developing pre- and post-award documentation; milestone planning, tracking, scheduling, briefing preparation, staff coordination and decision documentation preparation; developing and analyzing key acquisition plan metrics; developing and integrating risk management plans and strategies.
* Reviewing requisitions and determining appropriate methods of procurement; Developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. 
* Compiling bidders' list from qualified bidders' applications, knowledge of suppliers, contacts with trade associations, the Small Business Administration, or other sources. 
* Preparing and issuing solicitation documents.
* Performing detailed analysis of bids or proposals received.
* Administering a variety of contracts with various and complex terms.
* Conducting conferences with contractors to clarify issues on contractual requirements. Monitoring contractor performance and providing guidance to contractors concerning obligations to perform within contractual terms.
* Reviewing, analyzing, and recommending action on problem situations.
* Negotiating changes to contracts and oversight of property management and procurement sections.
* Other duties as assigned. 

Qualifications

* Bachelors degree in Business Administration, Accounting, Finance or related field.
* The minimum of ten (10) years of acquisition/accounting management experience (government or industry) of which five (5) years must be in Government Contracting acquisition experience.
* At least one (1) year of defense acquisition management experience must have been obtained within the last five (5) years prior to selection for employment under this contract.
* Knowledge of performance-based contracting concepts, strategies, and governing rules and regulations.
* Knowledge of Federal acquisitions laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR), and agency specific regulations.
* Ability to provide guidance on regulatory, policy and related acquisitions concepts.
* Ability to work independently and as a part of a team.
* Superior interpersonal skills, including the ability to interact in a professional manner with senior level managers.
* Advance knowledge of all Microsoft Office applications including Office, Word and Excel and Power Point.
* Ability to work on multiple computer based accounting systems and software.
* Advanced administrative and research skills, exceptional attention to detail, organizational and time management skills.
* Excellent communication & presentation skills.
* Ability to deliver timely solutions.
* Develop strong relationships with different levels of staff and management across the organization.
* Ability to manage several priorities simultaneously.
* Ability to carry out duties autonomously, with little direct supervision.


Criteria/Conditions:

* Work is mostly performed in an office setting.
* Occasionally work will be performed outdoor.
* While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
* Occasionally may be required to lift moderately heavy objects (up to 25 pounds) during the course of the workday.
* Personal protective equipment is required when performing work, outdoor environment, safety glasses, safety footwear, and other protective equipment as required.



Terms of Employment and Eligibility Requirements

* Must be a U.S. Citizen and not hold multiple citizenships.
Must possess or be able to obtain a security clearance prior to employment and maintain security clearance for the duration of employment.
* Must possess a high school diploma or equivalent.
