TRAX International (TRAX) anticipates the future award of the U.S. Army Aberdeen Test Support Services (ATSS) contract at the Aberdeen Test Center (ATC) in Aberdeen, MD. TRAX has been a leader in the DoD test and evaluation industry since 1979, and brings strong leadership in providing test services to the Army Test and Evaluation Command and tri-Service Program Managers that is augmented and supplemented by a best-in-class subcontracting team to provide the innovation, depth, breadth and reach-back to address existing and emergent requirements for the ATC ATSS contract.

The Human Resources Specialist (HRS) supports the day-to-day operations of the Human Resource office. The HRS aligns the local administration of the human resources policies, procedures and programs to the Corporate regulations. The Human Resources Specialist supports HR practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce.The HRS carries out responsibilities in the following functional areas:departmental development, HRIS (Costpoint), employee relations, labor relations, training and development, benefits, compensation, organizational development, and employment. This position supports and complies with the CBA and uses independent judgment in assisting the team to reach the company performance objectives. Other duties as assigned.
Job Duties: * Assists with the development and administration of programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.* Maintains employee-related databases.* Prepares and analyzes reports that are necessary to carry out the functions of the department and company.* Prepares periodic reports for management, as necessary or requested.* Manages the recruitment process for exempt and nonexempt employees and interns using the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.* Partners with management to communicate Human Resources policies, procedures, programs, and laws.* Recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.* Participates in the conduct of investigations when employee complaints or concerns are brought forth.* Advises managers and supervisors about the steps in the progressive discipline system of the company.* Counsels managers on employment issues.* Prepares employees for assignments by establishing and conducting orientation and training programs.* Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.* Consults Corporate HR Director and legal counsel to ensure that policies comply with federal and state law.* Plans and conducts new employee orientation to foster positive attitude toward Company goals.* Advises management in appropriate resolution of employee relations issues.* Responds to inquiries regarding policies, procedures, and programs.* Prepares reports and recommends procedures to reduce absenteeism and turnover.* Represents organization at personnel-related hearings and investigations.* Contracts with outside suppliers to provide employee services, such as temporary employees, search firms, or relocation services.* Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.* Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.* Assists with the company-wide committees including the wellness, training, environmental health and safety, activity, and culture and communications committees.Job Qualifications:* Minimum of a Bachelor's degree or equivalent in Human Resources, Business, or Organization Development or equivalent.* Five to seven years of progressive experience in Human Resources positions.* Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.* PHR or SPHR Certification preferred.
