TRAX International (TRAX) is preparing a proposal for future performance of the West Desert Test Center Test Documentation and Data Collection Support Services (WDTC TDSS) contract in Dugway, Utah. TRAX is a large business that has supported the Department of Defense since 1979 and currently performs services for the Army Test and Evaluation Command (ATEC) at Yuma Proving Ground, AZ; Fort Hood TX; Ft Greely, AK; and in the Republic of Panama. All positions are full-time and have generous health care, 401(k) and vacation benefits. Salaries are negotiable based on specific experience and proven performance.

Responsible overall for the performance of work on the West Desert Test Center Test Documentation and Data Collection Support Services (WDTC TDSS) contract based out of the Dugway Proving Ground (DPG). Responsible to be available during DPG normal duty hour/duty day except federal holidays or when the government facility is closed per installation commander. Manages the overall technical and administrative support activities of prime and subcontractor personnel in the execution of test documentation and data collection support services located in Dugway Proving Ground, UT and numerous CONUS and OCONUS temporary test locations. Serves as primary company point of contact with Contracting Officer, DPG Technical Director, and DPG Commanding Officers. Has authority to fully execute contract modifications, subcontracts agreements, and any purchase orders. Establishes performance standards for contract managers and leaders. Establishes minimum acceptable qualifications of professionals and subject matter experts. Prepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual compliance. Provides strategic oversight of major system development and instrumentation modernization efforts. Represents the prime as a senior executive with local and state organizations such as economic development and academic councils. Serves as primary point of contact for internal and external audit agencies. Serves as primary point of contact for resolution of non-routine personnel issues. Manages relationships with vendors and subcontract teaming partners. Oversees and supports annual operations budgeting and planning process. If an alternate PM is designated by the Contractor to serve as the PM when the PM is absent, the name of this person shall be designated in writing to the COR office. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. Performs other job-related duties as assigned.

  • MBA with 10 years of experience or bachelor’s degree with 15 years of experience, additional education may be substituted for years of experience
  • Demonstrate effective communication and supervisory skills
  • Must be able to obtain and maintain a DoD Secret security clearance
  • Demonstrate experience in managing a complex workforce of up to 40 people
  • Experience in acquisition and life cycle management support in one or more of the following areas: Administrative and Non-Classified Records Management, Classified Material Management/Handling, Training and Exercise, Automation/Database Management, Cost Variance Analysis, Project Management, Quality Assurance/Control, Property Administration, Logistics Management Specialist, Cost Monitoring/Variance Analysis, Technical Support for Requirements Development, and/or Cost Estimate Development
  • May be required to travel
  • Must possess demonstrated analytical and problem solving skills
  • Familiarity with the use and integration of Microsoft Office application suite
  • Demonstrated experience in managing CB systems and analysis projects
  • Demonstrated experience in task order and cost reimbursable type contracts
  • Additional experience in test data analysis and data management systems is desirable
