Position Pending Contract Award
Duties and Responsibilities
Responsible overall for the performance of the work on DPG. Responsible to be available during DPG normal duty hour/duty day except federal holidays or when the government facility is closed per installation commander. Manages the overall technical and administrative support activities of more than 200+ prime and subcontractor personnel in the execution of test support services located in DPG, UT and numerous CONUS and OCONUS temporary test locations. Serves as primary company point of contact for TRAX International with Contracting Officer, DPG Technical Director, and DPG Commanding Officers. Has authority to fully execute contract modifications, subcontracts agreements, and any purchase orders; subcontracts may exceed $2-7 M in annual value. Establishes performance standards for contract managers and leaders. Establishes minimum acceptable qualifications of engineering professionals and Subject Matter Experts. Prepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual compliance. Provides strategic oversight of major system development and instrumentation modernization efforts. Represents TRAX International as a senior executive with local and state organizations such as economic development and academic councils. Serves as primary point of contact for internal and external audit agencies. Serves as primary point of contact for resolution of non-routine personnel issues. Manages relationships with vendors and subcontract teaming partners. Oversees and supports annual operations budgeting and planning process. If an alternate PM is designated by the Contractor to serve as the PM when the PM is absent, the name of this person shall be designated in writing to the COR office. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. Performs other job-related duties as assigned.
Required Skills and Qualifications
A Master’s Degree is the minimum educational level requirement. Master’s Degree in Engineering, Physics, or a related technical field from an accredited institution is desired. Master’s Degree in Business Management is acceptable.
10+ years of successful management experience with DoD contracts, preferably chemical defense programs or equivalent.
8+ years of experience in marketing, identifying customer requirements, developing cost-effective solutions, leading proposal efforts, preparing cost estimates, planning, and executing multiple projects.
8+ years of experienced in the development and management of work breakdown structures and earned value management measurements.
Applicant must possess a Top Secret security clearance.
Demonstrated ability in monitoring, reporting, and presenting overall project cost, schedule, and performance to the customer.
Proficient in using Microsoft Project or similar project management software.
Intermediate level of competency in basic computer software: MS Office.
15+ successful years of supervisory experience in managing a technical workforce preferably in government contracting and test environment.
Successful history in recruiting, staffing, training a diverse workforce to include multi-discipline engineers and Subject Matter Experts.
Experience in setting policy for safety, quality, and environmental compliance in accordance with local, state and federal laws and regulations.
Excellent verbal and written communication skills in communications with employees, Government customers, and local/state officials.
Demonstrated highly developed analytical, critical thinking and problem-solving skills. Skilled in delegating responsibilities to managers.
Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contributions.
