Job Description
TRAX International (TRAX) is preparing a proposal for future performance of the U.S. Army Evaluation Center (AEC) Support Services (AECSS) for Readiness and Analytics and Training and Professional Development contract in Aberdeen, MD. TRAX is a large business that has supported the Department of Defense since 1979 and currently performs services for the Army Test and Evaluation Command (ATEC) at Yuma Proving Ground, AZ; Fort Hood TX; Ft Greely, AK; and in the Republic of Panama. The Operations, Research Analyst III will play an integral role on the TRAX Team, providing technical guidance and operational support to the leadership team. The successful candidate will apply their knowledge of research to activities and reports. The ability to gather and analyze information from the systems will lead to success in this position. The successful Operations, Research Analyst III will be able to ensure compliance with Government contracting regulations and demonstrate greater experience in conducting analysis, developing solutions, utilizing information technology when presenting findings.  Experience in providing technical guidance and information will ensure success in this position.

Qualifications

Duties and Responsibilities

  • May serve as a working leader responsible for leading and providing technical advice and direction to lower graded personnel.
  • Duties may include, but are not limited to, monitoring work; ensuring product quality, accuracy, and timeliness; consolidating reports for COR regarding status updates and billing; and reviewing collected data for completeness, accuracy, and validity.
  • Coordinates with others to assure all safety, security, environmental, and community concerns are adequately addressed.
  • Must demonstrate greater experience in conducting analysis, developing solutions, utilizing information technology, and presenting findings.
  • Performs scientific work involving the designing, developing and adapting of mathematical, statistical, econometric, and other scientific methods and techniques.
  • Utilize skills to support systems evaluation and program execution.
  • Recommend measures to improve methods, performance, and quality of product or service, and suggests changes to increase efficiency.
  • Conduct systematic examinations and development of alternative courses of action to provide COR with sound, scientific, and quantitative information as a basis for decision making.
  • Produces and reviews technical documentation reflecting detailed knowledge of specific technical area.
  • Performs other job-related duties as assigned.

Required Skills and Qualifications

  • Master’s degree in Operations Research, Engineering, Mathematics, Computer Science, or closely related technical discipline
  • Ten years of experience with progressively increasing support responsibility
  • Secret security clearance is required.
  • Five (5) years of experience gained within the last 10 years (2010 to present) in at least one of the following areas:
    • Developmental test (DT), operational test (OT), and evaluation methods (includes test and evaluation (T&E) planning, test design, test readiness, test execution, data collection during test, evaluation of test or modeling data, and development of evaluation analysis plans and reports) for Command, Control, Communications, and Computers (C4), Intelligence, Surveillance, and Reconnaissance (ISR) (C4ISR) systems/subsystems.
    • Integrating Army and Joint Service system acquisition documentation (includes Department of Defense (DOD), Army, and Army Test and Evaluation Command (ATEC) regulations, pamphlets, instructions, and guidance) in the development of DOD system acquisition products for T&E of C4ISR systems/subsystems.
    • Conducting T&E of Army and Joint Service information systems/subsystems.
    • Software application testing and network communication of ISR systems/subsystems to include at least one (1) year of experience in black box functional and system-level testing techniques (techniques in which the software tester does not have access to the source code itself).
    • Oral and written communication such as briefings, writing technical papers, etc. (includes T&E plans and reports such as System Evaluation Plans (SEP), Test & Evaluation Master Plans (TEMP), Early Strategy Reviews (ESR), Concept In Process Reviews (CIPR), OT and/or DT Test Plans, Operational Test Agency (OTA) Milestone Assessment Reports, OTA Evaluation Reports (OER), OTA Assessment Reports (OAR), Capabilities and Limitations Reports (CLR), Safety Releases (SR), and Safety Confirmations (SC)) for C4ISR systems/subsystems.
  • Highly developed analytical, critical thinking and problem-solving skills.
  • Strong organizational skills and attention to detail is a top priority.
  • Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contribution.

Physical Demands and Working Conditions

  • The work of this position is performed in an environmentally controlled office environment or in the outdoors of the proving ground
  • Must be capable of sitting and entering data on a computer keyboard for extended periods of time
  • Must be able to view computer monitor for extended periods of time
  • Must be able to lift 25 pounds unassisted
